The purpose of the MUTCD is to establish uniform national criteria for the use of traffic control devices that meet the needs and expectancy of road users on all streets, highways, pedestrian and bicycle facilities, and site roadways open to public travel.Traffic control devices (TCDs) are very critical for the safe and efficient transportation of people and goods. The Manual on Uniform Traffic Control Devices (MUTCD), by setting minimum standards and providing guidance, ensures uniformity of traffic control devices across the nation. The use of uniform TCDs (messages, locations, sizes, shapes, and colors) helps reduce crashes and congestion, and improves the efficiency of the surface transportation system. Uniformity also helps reduce the cost of TCDs through standardization. The information contained in the MUTCD is the result of years of practical experience, research, and/or the MUTCD experimentation process. This effort ensures that TCDs are visible, recognizable, understandable, and necessary. The MUTCD is a dynamic document that changes with time to address contemporary safety and operational issues.

This book recognizes the fact that the vessels' intended operational profile may vary as some vessels are intended to operate with the assistance of an ice breaker and others are intended to operate independently. The guidance provided in this book is proposed to apply to all vessels that are designed, equipped and intended to operate in low-temperature environments. Special attention is given to those vessels operating for extended periods in the Arctic regions, as this presents specific and unique challenges for vessels and crew members. The application of the guidance in this book is optional. When a vessel is designed, equipped, built and surveyed in accordance with the relevant class rules, and when found satisfactory during class notation survey, a classification notation may be granted which demonstrates the vessel's compliance with the appropriate class requirements for vessels operating in low-temperature environments. Those vessels that are designed to meet the requirements of an ice class are typically required to meet specific class rules around ¿strengthening for navigation in ice¿ or other equivalent and recognized ice class rules. Accordingly, this book also provides guidance related to the requirements which address the duration of emergency electrical power. This extended emergency power duration is expressed in hours and may be appended to the base optional class notations. To provide as much context as possible, this book refers to the most relevant international regulations and standards that are considered to be applicable. It is recommended that readers of this book refer to the most recent text of those regulations and standards when seeking to apply the guidance set out herein, as it is the intent of the book to remain consistent with the pertinent international regulations and standards developed by the global maritime industry.

Lives in Peril demonstrates how and why seafarers are a vulnerable group of workers. It argues they are made so by the organisation and structure of their employment; the prioritisation of profit over safety by the actors that engage and control their labour; the limits of enforcement of the regulatory framework that is in place to protect them; and by their weakness as collective actors in relation to capital. The consequences of this vulnerability are seen in data on their occupationally-related morbidity and mortality - evidence that probably only represents a partial picture of the actual extent of the physical, mental and emotional harm resulting from work at sea. This volume's central argument is that this situation is likely to remain broadly unchanged as long as global maritime governance and regulation remains in thrall to the neo-liberal economic and political arguments that drive globalisation, and fails to enforce regulatory standards more robustly.
