Kommunal velfærd er ekspanderet enormt de sidste 50 år. Kommunerne har i høj grad drevet udviklingen af bl.a. daginstitutioner, plejehjem, skoler, socialindsats m.v. Vores velfærdsservice er steget markant, men samtidig er det blevet svært, at finde runde i den kommunale verden. Spørgsmålene er, hvad er det der gør det så svært at finde rundt og hvorfor er kommuner fyldt med paradokser, der synes at modarbejde de gode løsninger? Et utal af medarbejdere, ledere, leverandører og politikere har prøvet at miste orienteringen i kommunale sammenhæng uden helt at vide hvorfor. De befinder sig nemlig dagligt i situationer, hvor de skal navigere mellem komplekse kommunale bundlinjer. This end-of-course work deals with the level of compliance of audit opinions published for companies in the electricity sector with the guidelines given by the technical standards for independent auditing, NBC TA 700, which deals with the audit opinion. The main objective of this work was to measure the level of compliance between the opinions and the guidelines given by the current standard. In order to carry out this work, a documentary survey was carried out on 51 audit opinions from companies in the electricity sector. In order to standardize the data collected, a documentary data collection form was created. After the survey, the information was tabulated in a statistical program called SPSS, whose function was to provide a more accurate elaboration of the tables, using variable crossing techniques, enabling a more detailed analysis. The results of the survey showed that basic information that should be included in the auditor's report, such as the name of the independent auditor who carried out the work, is not being provided by large companies, considered big fours.

Ce travail de fin d'études porte sur le niveau de conformité des opinions d'audit publiées pour les entreprises du secteur de l'électricité avec les lignes directrices énoncées dans les normes techniques pour l'audit indépendant, NBC TA 700, qui traitent de l'opinion d'audit. L'objectif principal de ce travail était de mesurer le niveau de conformité entre les opinions et les lignes directrices données par la norme actuelle. Pour réaliser ce travail, une enquête documentaire a été menée sur 51 opinions d'audit d'entreprises du secteur de l'électricité. Après l'enquête, les informations ont été compilées dans un programme statistique appelé SPSS, dont la fonction était de permettre une élaboration plus précise des tableaux, en utilisant des techniques de croisement de variables pour permettre une analyse plus détaillée. Les résultats de l'enquête ont montré que les informations de base qui devraient figurer dans le rapport de l'auditeur, telles que le nom de l'auditeur indépendant qui a effectué le travail, ne sont pas fournies par les grandes entreprises, considérées comme des "big four".

In order to supplement the means necessary to carry out their activities, government entities purchase products and services on the market through a bidding process. The purpose of public tenders is to select the most advantageous proposal, ensure fairness among interested parties and promote sustainable development. Studies show that public procurement presents a favorable scenario for the development of micro and small companies; however, in order to achieve local and regional development, local companies need to be able to win tenders. Therefore, this research analyzed the contribution of micro and small companies to local development in the municipality of Porto Velho - RO, based on theoretical constructs and their participation in public procurement. To this end, a study was carried out of the public procurement minutes of the Federal Government's management units based in Porto Velho and a questionnaire was applied to local MSEs. It was concluded that local companies could use this market to increase their revenues and contribute to the development of the municipality by generating more jobs for the population.

Afin de compléter les moyens nécessaires à la réalisation de leurs activités, les entités gouvernementales achètent des produits et des services sur le marché par le biais d'appels d'offres concurrentiels. L'objectif des appels d'offres publics est de sélectionner la proposition la plus avantageuse, d'assurer l'égalité entre les parties intéressées et de promouvoir le développement durable. Les études montrent que les marchés publics constituent un scénario favorable au développement des micro et petites entreprises ; cependant, pour assurer le développement au niveau local et régional, les entreprises locales doivent être en mesure de remporter les appels d'offres. Cette recherche a donc analysé la contribution des micro et petites entreprises au développement local dans la municipalité de Porto Velho - RO, sur la base de concepts théoriques et de leur participation aux marchés publics. À cette fin, une étude a été menée sur les procès-verbaux des marchés publics des unités de gestion du gouvernement fédéral basées à Porto Velho et un questionnaire a été appliqué aux TPE locales. Il a été conclu que les entreprises locales pouvaient utiliser ce marché pour augmenter leurs revenus et contribuer au développement de la municipalité en créant davantage d'emplois pour la population.

Les petites et moyennes entreprises (PME) sont universellement reconnues comme une force clé dans la promotion du développement économique ; cependant, les entrepreneurs de PME sont confrontés à une variété de défis, y compris le manque d'accès ou l'accès limité aux services financiers formels. En utilisant une méthode de recherche mixte, l'étude a tenté d'analyser la facilité d'accès des PME au financement bancaire et l'impact du financement bancaire sur leur performance mesurée par le rendement des actifs (ROA). Contrairement à de nombreuses autres études, les résultats montrent que les PME de l'échantillon en Namibie ont un bon accès au financement bancaire. L'étude établit en outre que la disponibilité des prêts bancaires est positivement liée à la performance des PME, tandis que l'âge de l'entreprise s'est avéré avoir une relation négative avec la performance.

Nowadays, the cabbalistic role of Small and Medium Businesses (SME) both in the Manufacturing and Service sectors, specifically in developing countries like India, Pakistan, Bangladesh, and Srilanka, as this sector contributes substantially regarding GDP, employment generation, export revenue earnings and creation of a robust consumer market. However, this sector often faces issues like information asymmetry, adequate knowledge about the market, etc. This study made an attempt to observe empirically the effect of capital structure determinants on SME firms' financing decisions in the Indian context taking a sample of 134 companies (listed in BSE, separately for the manufacturing and service sector firms) from selected sectors based on GDP contribution, for the period 2011 to 2020. The study results show that manufacturing firms rely primarily on internal funds and Short-term debt. In contrast, service firms initially rely on internal funds but ultimately are bound to use long-term debt owing to investments in capital assets. Nevertheless, no capital structure theories or both theories are consistent with any of these two sectors.

Cameroon, like any other developing nation grapples with unstable and unsustainable economic growth, failing to adequately support its public finance network to meet the increasing needs of its growing population. This instability, stemming from the deterioration of macro and microeconomic indicators, is a consequence of various contemporary challenges (both major and minor) that span socio-economic, environmental, and political realms. These challenges are comprehensively analyzed through four key determinants: Real or Natural Economy Contemporary Problems, Financial Contemporary Problems, Social, Environmental, Land Tenure, Infrastructure Development, Public Asset, and Safety Contemporary Problems, and Governance and Corruption Contemporary Problems. In addressing these contemporary issues, this work employs neoclassical theories and efficiency concepts. The operationalization of these theories and concepts, in the context of the four identified contemporary problems, is approached holistically. However, special attention is given to the promotion of good governance and a robust fight against corruption as integral components of the proposed solutions.

After a preceding set of practical exercises laid forward in a manuscript on Business Finance Softwares, I have inspired from my previous taught modules to extend this work. Here, a successive set of 35 cohesively written practical exercises in softwares, pertaining to the field of Accounting and Finance, has been extended, in a similar style as in the preceding manuscripts. Such exercises apply better to beginner levels in university courses. Of course, its applicability to advanced level courses may be appreciated by many academicians to their discretion. It is retained here that adaptations and refinements of these exercises by academicians to their requirements is very possible. It is recommended for students to devise good/workable summary sheets for each exercise, along with writing proper report and referencing needed. For each exercise, a share of theory with analysis is required to develop thinking and critical/professional abilities. Most exercises are devised for computers/laptops along with currently trending smart phones/tablets. Students must communicate properly with their coach, who in turn, are recommended to perform judicious follow-ups and counselling.
